sry i hit enter before i could write my question.
is the dath prison djm the only place to get the uber aa and ca's? its a imp quest so are the dev's saying only imp can get uber loot by quest in the game?

you can just ride around say within 2k of the prison. Turn on your con. and look for purple rings. Those are the djk/djm's. They free spawn out there also.
