I've noticed various weapons look different to other ones that should be the same. They may have a scope, or a muzzle, etc. And I'm wondering: is this because there's a powerup on them? If not, how do you change the look?

When weaponsmith's craft the weapon, if they can add scopes, or different muzzle's and blaster handles when crafting. Some of these can alter the apperance of the weapon.
Powerup's do not alter the look.

Two or three HoC chats ago one of the Devs mentioned they are looking in to letting weaponsmiths alter the appearence of the weapons during crafting but they had no idea when they could get the system in, if it goes in at all.

That was only true before the CU. Post CU, it looks like every weapon has a scope/stock attached, even if it doesn't.
Yeh and a t21 has a blaster barrel falling out vertacly out the nose, looks a bit like a handle
