is there a quest i can do for this armor? or do i have to buy it? thx

All of the faction armor is crafted now. You'll have to find an armorsmith to make it for you.
Sometimes you can find it listed on the vendor search, but it isfairly rare because the armorsmith has to purchase the schematics for it with faction points.
