Binyare hooligans.
Although at last check, they weren't dropping any.

Boy ain't that the truth, been trying for over 3 weeks now, used up 2 pistols, messed up my armor ( I'm Artisan so I need all the protection I can get ) and spent thousands of credits on buffs, I got one blue wire and that was about 2 weeks ago. Now they onlydrop credits.

If it's any consolation, I messed around in TC-Ahazi last night and went looting on Lok. Patch notes said they'd only 'adjusted' drops on NS and the krayt contingent, but darn near every corsair I killed dropped either a CA or a crystal--where in live I'm getting leather work gloves and a sore throat from grumbling over the drop rates.
So with this next patch, things should turn around.

Its only the Binayre HOOLIGANS that drop the blue wire. None of the others do.
If you are master in a combat prof you shouldn't need a buff to kill them (should be killed in 1-2 hits)
3 hooligans are definitely found at the Binayre POI on Corellia. 2 guard the front entrance of the base, and 1 is just inside the front door. However, these spawn every 15-20 minutes after you kill them, and the drop rate even before the "bug" concerning loot drops was low. Don't bother going down into the base to kill the other binayre's (they are harder to kill and only drop credits or other loot kit items). FYI, I camped this location for about 5 hours total with only 1 blue wire. Another person I know ran an afk macro overnight for 3 straight nights with only 1 blue wire.
The best place to find the blue wires though from Hooligans is if you're lucky enough to find the spawn that occassionally appears outside of Dearic. Usually located west of the city, just past the river. Took me about 5 days to be online when the spawn was there and not camped by another player. The spawn has hooligans only (3 of them) that respawn as soon as you loot the corpse.
With this method, I got the 4 blue wires our guild needed in about 15 minutes.
Again, I don't know if they loot drop of blue wires from Hooligans has been "bugged" since latest patch.
