No, 2 year is seperate from 90/180/365. Read the original post on veteran rewards. The 90/180/365 are supposed to be retroactive and repeatable every date following (except ADK/Resource/Harvie Deeds).
So basically if you hit 2 year, you are supposed to get a 2 year reward (if there is one) another 90, 180, 365. Then 90 days after that date you can claim another 90 day, then 90 days (180) from that date you can claim another 90 or get a 180 day reward, then 180 days from that date (365) you can claim a 90, 180 or 365 or all 3 if you have not claimed the other 2 dates.
But the system is not working like it was intended. So appearantly there is an issue that A) the CSRs are covering up and pretending you werent supposed to repeat, or B) the CSRs are not aware of and just give a generated response (like they did to me 2wice).

Well i was under the impression that the 2 year is part of the 90/180/365. It was noted you could get 2 of a reward (minus the 1 time only ones) but ONLY when you were up for anotehr reward for instance if you got a mini a tthe 180 mark and wanted another one you could get it at the 365. But not every 90.180.365 days like you were noting.
So for instance you wouldnt get the option every 90 days or every 180 days but at each milestone sofrom 3 months you'd have to wait till 6 months and from 6 months you'd have to wait until a year and from a year youd have to wait until 2 years before your next vet reward.
What the OP thinks he is entitled to after being in the game for 2 years:
Two 360 day rewards.
Four 180 day rewards.
Eight 90 day rewards.
The system works like this after being in the game for 2 years:
ONE 360 day reward.
ONE 180 day reward.
ONE 90 day reward.
The repeating part is you are able to select a lesser reward with a greater milestone- IE I could use my 360 day reward to select a Mini R2D2 from the 90 day set.
The "field items" (self-power kit/ADK/30k resources) are once per account only.
The other can be chosen repeatedly, though it gets confusing since you get the 90 day, 180 day and 365 day items the first year, then you can chose ONLY ONE of these three each year (not as has been suggested every 90 days you get the 90 day choices, etc.).
SO, you should get a 90 day item, a 180 day item. a 365 day item, then at two years you get a choice of any one repeatable item.
I believe that it is set up such that you have to chose a two year item before getting things like the Barc, so possibly the problem is that there is no Two year item yet, so you are unable to chose your yearly 90/180/365 item.
It is possible that these won't be accessable until you can chose a two year item.

as far as i know..this is how it works...you get ONE 90 day reward, ONE 180 day reward, and ONE 360 day reward, then ONE 2 year reward...at any of the milestones, you can either choose the reward from that milestone, or one from a lesser one...so, since they 2 year rewards arent out yet, there's no 2 year milestone yet, so its not counted as a vet reward milestone in which to choose a reward...
