Items And Loot Archive

On various occasions I have found armor attachments and Clothing attachments that do not list any skill mods. It just says:

Armor Attachment

Volume: 1

An armor attachment

Or something to that effect. Are these just glitched items or what? Any help is appreciated.

same as the minus modded ones.........broke
