I'm guessing the answer is no but I think I read that smuggler tools are dropping in space so maybe these weapons enhancements might be dropping as well?

No. Those are new and unique to the BH missions

I can verify that, at the very least, reactive micro plating can be looted in space. I have looted at least one of these myself through this method.

I have not run any BH missions since the loot change so I can't speak about what I've found there.
