Any master pilot, regardless of faction, can use it. It's aquired by a shipwright reverse engineering looted components. Every RE has a chance of dropping a numbered KSE disc. When the shipwright has the ones numbered 1-8 he can combine them to a limited use schematic for KSE's. He can then build a few (varies between 3-6 I think) and sell them. It is not a quest item, so the best place to look for one is the vendor search off the bazaar to see if any shipwrights has 'em in stock.

KSE its a truck not a ship hehe i will only buy them if they give to BH option to attack jedi in space that will be nice

Most high mass ships are trucks if you put a high speed, low YPR engine in them. Sacrifice some speed for handling it's a pretty nifty ship.
