Well it looks like the devs either broke him again or reverted the spawns, I will know the official timer soon =)

It's un-broken now from the pub13 that actually broke him. His spawn timer is back to the way it was & supposed to be.

no, after they put out pub 14 he is broke again, doesnt even spawn on radiant, at least i dont think he does, i was in his bunker for 45 mins and no spawn

Incorrect. You just dont know the original spawn time. I'll send you a PM to clear things up
