If I have +19 healing efficiency in a bandolier (made with Bio-Engineer tissues) and a +25 healing efficiency CA in a shirt, will I have +44 healing efficiency total or does the+19 in the bandolier act as if it was a +19 healing efficiency tape?

Clothing enhanced by BE tissues during crafting act exactly the same as clothing enhanced by adding a CA.
However, there is a cap of +25 to clothing bonuses (total across all clothes you wear), so even with both of those, you'll still only effectively have +25 healing efficiency.
But you could have a +19 bandolier and add a +6 CA to your shirt to get +25 when wearing both, which I think covers what you were asking.
