cant confirm it but elders are now lvl 82, dropping similar quaility stuff to what jantas used to drop. to get the stuff they used to drop pre cu id expect them to have to raise the levels upto the 200 mark 
Im gonan keep an eye on this thread as i hope im wrong, would love to loot one of these babies

they have not drop in over 1 year and a half. it was one of those objects in the worldthat was not suppose it drop.

it has no discription. it just has the name. (NS_BICEP_L) per cu. there are some items early in the game that was world items. there are some with skill mods. skill mods are added to armor, clothing, weapon, tapes. skill mods are also added to crystals asa bug.
It has to much funcintionality to be a simple bug.
You can equip it.
you can examine it.
It did have a proper name.
It did have a discription.
And it did have stats.

skill mods are not stats. have you heard of ANYONE that have looted one in the last year and half? NS are one of the most killed mobs in the game.

where is the discription? a name is not a discription. its has zero function. it use to be armor but since it has no stats in does not block anything, just a giant armor hole. post cu, the bicep has become misc clothing

I have come accross one in the past that had a skill mod attached to it, but no evidence to show you here.
As for dropping, I am sure they dont anymore, not heard of one dropping in the last 18months at least.
They are useless, just look v cool and are amongst the rarest or rare items, seen them sold for 80mil + just so a collector could have one. Also seen one on a vendor, sadly that player left, the vendor went poof, the bicep left the game
