I remember asking about this ages ago to some friends in game. I was told that skillmods still work even if the clothes or armour you are wearing is at 0 condition. It this still the case? I have read some posts where people are worried about their CA enhanced clothes decaying for example. Is this a post-CU thing?

Not sure, but I think they do still work. They used to before CU and I believe my clothes with defense CA's still applied the mods. I will have to double check though.
