tapes are attachments that can be looted from npcs, existing two types: CA (Clothing Attachments) and AA (Armor Attachments). CA can be joined to clothes with free sockets, and AA only with pieces of armors. Usually CA are more expensive in forums.

They are basically attachments that you can loot / buy, with skill mods on them.
Once you get hold of one you can add it to your clothing (CA - Clothing Attachment),
or to your armor (AA - Armor Attachment). (If the Clothing / Armor got enough free sockets that is.)
