I have 2 CA's with a +2 and a +3 food exp. mod. If I put both of these into the same article of clothing will I end up with a +5 to my skill.

No, you'll end up with +3 bonus to experimentation on that piece of clothing.
CA stacking has been broken since launch. You can't stack mods with identical bonuses (but you can stack, say, tapes for food experimentation and artisan experimentation in the same clothing piece), and tapes with multiple mods have all kinds of weird rules about what sticks and what doesn't.
This may get fixed in the future (heck, it might even be retroactive), but for now if you want +5, put the two tapes into two different pieces of clothing. And don't put them into the crafter's apron, since the chef version of that already has +5 experimentation.

Ok, I know CA's cap at +25. What I'm unsure of is how it counts. For example, if I have a +15 L/S accuracy tape and a +10 melee accuracy tape, am I capped out at that point or can I use another +10 LS acc and another +15 melee acc? Thanks

its +25 for ls acc and gen melee acc, so it ends up at +50 total acc
