Please help.
My home just isn't a home without floor covering.
I need rugs. No one sells them. No one tells me where I can get them.
I need rugs. . . . . please help.
Get a blue rug or orange rug loot kit from a junk dealer, then go around looting or buying the parts needed for each rug (each needs ten pieces). Stick them all into the loot kit, and voila, a rug! You can also get a rug from voting for one of the senetors of Bestine, Sean Trenwell. Though you may get a statue, but there's a chance you may get a rug.
There really needs to be more rugs, though. Some rugs that Architects could build would be pretty neat.
Oh, and all rugs float about ankle-high off the ground. I don't know why, but they do. Looks really odd, too...

But is there something that specifically drops rug pieces?
Also. I picked up the damn orange loomer and now I can't get a blue one. Do I have to destroy the orange one first?

Not 100% sure, but I don't think the rug pieces drop anymore. There are generally a bunch on the bazaar terms or on people's loot vendors (depends on the server, obviously), but the required adhesives are either ungodly expensive (ungodly = 500k each or more if you can find one) or just flat out not around.
You can, however, make yourself one blue rug, provided you can get all the parts other than the adhesive (the 7 thread pieces, 1 patches, 1 dye - I think). There is a quest in Moenia, Naboo given by a protocol droid on the steps of one of the guildhalls in the city that gives you a blue rug adhesive as the reward. Combine all the pieces in the loot kit, and you get a nice blue rug...
If you can find the pieces for 2 rugs, you can always visit the planetary record keeper and reset your quests for that planet (only once) and get the adhesive twice....
And yes, you can only have one kit at a time - you will have to destroy the orange one to get another. Not a big deal.

Do the devs really do anything in this game? I mean, what sort of logic comes from - we're not going to let rug pieces drop anymore. Although, I guess this is the same logic that has rug pieces drop in the first place instead of having an artisan MAKE the darn things.

Probably broke it fixing something else - story of the game..... It will get fixed someday..... really.... no - it will..... really......
The scavenging part isn't too hard - the pieces dropped like flies on poo when they did drop, so everything you need is most likely fairly easy to find. It does depend on the server, but you should have few issues finding what you need. And the quest for the adhesive is cake....
