I was given a container that looked like nuetron pixi but it was blue instead of red. It said it was some form of Melee defense...Is this a looted item or was it player made? If not looted, then who makes it?

sounds like the reward for one of the village quests. You can also get a ranged defense one.

There are skill stims for various things like speed and accuracy for weapon types. I've never seen melee/ranged defense stims, but they may exist. They drop from thugs, Jabba's in particular seem to drop them a lot.

the melee and ranged def stims are rewards for completing quests at the village on dath.
