If the item is placed outside away from a city it costs lots and maintenance. If its placed in a player city, it counts as a decoration and if its placed in a house it counts as nothing. Some items cant be placed in a house such as the destroyed AT-AT.

Then Imperials would finally get their banner. And people could really do up their cities or houses.
