I believe that you go talk to your Master Mission trainer (assuming your an imperial pilot master) and he gives it to you. Same for rebels. Unless you refer to a different medal than the one I'm thinking of.

Yes if you have made ACE pruor to the CU go back to the Master Mission giver. this is the NPC that had you kill 30 Ships then the vette. YOU HAVE TO BE A ACE PILOT!
