Easy to get. Simply do a delivery or escort mission for (a scientist) anywhere in the galaxy. There use to be on close to the bestine starport, not sure if he is still there.

Its one of those quests, where you are asked to deliver or pick up an item, then after you get the item, you abort the quest and keep the item.

Its also random, so you need to keep doing missions for the guy till you get the item you want.
