Is this a known issue that the +15 healing effeciency on the arm is not being applied I heal for the same wth and without the arm the +15 should add atleast 100 or more to the heals.

I've heard of others having this issue. Perhaps it is not working... did you have +25 already from other tapes?

Yeah, you might be maxed out on healing efficiency skill mods via CA's/AA's or other items.

also if you try to rez someone thats not on leave and you are on leave and it doest work the cool-down timer starts up anyways

Well if your a jedi, you can use the arm, log in your alt real quick, log back on the jedi and the timer is reset as well.
