The Japanese goggles should really be either loot or Tailor-craftable (which I would prefer). Then for the Japanese version, the US goggles could be Tailor-craftable.

i just fail to see the reason of making them different all together(japanese special addition from north america special addition)... i mean all it does is get people want something and then they dont get it so they get mad at SOE and stuff... shoulda just made them the same hehe

Ive seen a guy walking around with one of these too. Would love too have one myself /sigh
