Mostly correct, but you could and still can get quest loot Holcron Splinters from NPCs named 'a criminal'. I got one my first day in game, and made a ton of money selling those and loudspeakers etc.

The ones the Devs made were written 'holocron splinters' the loot ones were 'Holocron Splinters' and when you examine them they say different things. The loot ones say that there is something familiar about them, and the Dev made ones say something like The pieces of a broken holocron.

I still have both somewhere, but the loot ones were in game from Day 1.

if u mean the sith altar its a quest item

if u mean the holocron splinters they DO still drop from force sensitive npc's and djk's and djm's
