They do - the droprate is verrrrrrryyyyyyyy low, so don't expect to see many of them, but they do drop. I have picked up 3 in about 5 hours of lvl 80ish Champion mission milking in the past week.

I actually got into an AFK aukuan group and managed to get 3 in the course, and 1 on an actual mission as well so they're dropping.

For those wondering why they can only wear one, I believe there is a left and a right handed ring. Same goes for bracelets.
