First you must do the quests from Mozo, after that talk to Dolac. You must /unstick to talk to Dolac but if you move too much towards Dolac you stuck in the prison cell. Using it is your own risk
And please read the following link before doing the quests.

Can you still get these tapes from the missions in the Imperial Prison on Dath or has it been nerfed?
