I have seen him spawn in the same spot every time on Bloodfin. Just a hope, skip, and a jump from the gate.

Helped a guildie with this last night, he is definately at 391 -437 in the Kkowir Forrest and the spawn timer was about 12mins.

If you haven't tried it yet, attack the horned voritors, they gave me credit. I just pulled one at a time. I had just enough from my mission to do it (quickest way i got the mission was from a player city)
