I dont really feel that removing working macros is a good option, as they are of use to a large majority of players during regular activities (crafting, regular combat, etc). The real problem I see is that it is FAR too easy for a level 80 character to farm GOOD attachments from a static spot. A place like the Aakuan cave should be of greatest benefit for fairly new players at or near the level of the NPC's there. I've tried hitting nightsisters, level 80 faction bases, level 80 missions, etc., and just cannot get any SEA's to drop, so... just to try and get ANYTHING, I find myself going back to the Aakuans (I can't outdamage the groups back there, so I just run around and kill the ones at the front). To me, this just isn't right.... there's no balance between risk and reward.

So... being a numbers geek.. I came up with one possible "SEA drop structure" that is based on the NPC character level, whether it's a random spawn, mission spawn, or static spawn, and the Player's character level. In my opinion, random spawns should have the highest drop rate, missions 2nd, and static spawns (like POI caves), third. Also, if your character level is significantly higher than the NPC level, your chance to get an attachment is lowered. The max mod value on the SEA's should also be tied to the actual NPC level you are fighting - which doesn't always seem to be the case now. A level 25 NPC could drop +1's, level 30's could drop +2's, etc., up to a level 80 NPC which could drop +12's. Here's a possible table based on these calculations. The Player Level # modifier is (Base % * (Player Level / NPC Level)). Also, once the NPC level gets up above 80, those numbers would need to be adjusted.. I'm just not sure of all the "elite" NPC's levels off the top of my head.

As you can see, it would still be POSSIBLE for someone to AFK farm the Aakuan Cave based on this table, but it really would not be worth their time... the drop rate would be extremely low for a player level 80, and they would be getting mostly +1's, maybe a +2 here and there. This would encourage players to go out and fight something around their level, either finding it as a random spawn or taking missions to have the best chance to loot something. The numbers here are just my first thought... they would need to be tweaked to ensure it doesn't overly damage the number of SEA's harvested and hurt the economy, and that it is fair to all players of all levels.

Any comments/suggestions would be welcome.

I was thinking that in order to have a chance to loot an item, the mob should be of high enough level that you get xp from it, beyond the 1xp that is. So anything that is conning gray will not drop anything to you. This would mean that anyone AFK trying to loot something, would only be able to do so at a substantial risk. So there would be no level 80 master rifles with fanshot wiping out all the level 30 or lower mobs to get loot. They would have to be probably level 35 or lower to have a chance of something dropping, and then it would not take much for an AFK bot to get overwhelmed and sent to the cloner.
