Ok, it drops from Mauler Lords. There is only one I think that spawns outside the Mauler House at the Mauler poi on Naboo.

finally looted one last night, tried the Mauler POI, first time, nothing, went over to the imp retreat, killed a ton of maulers, nothing, then went back to the Mauler POI and looted one. Not sure, but maybe the POI is where one loots these things. maybe random tho.

I looted 2 yesterday off of random spawns along the north shore, so its random.
