They left it as Victory Through Conform because all of those words have the same number of characters in them. If you look at paintings and the words on them (Like VICTORY or No Division), you will see that they are the same words, just in characters instead of letters. Hence, "Victory Through Conform" makes for three even, nice-looking columns.
