Do elders have a higher attachment drop rate then other sisters? It seems like it. Also, do those SMC councilwomen drop things similar to what elders drop? They're a little weaker HAM wise, so they seemed like they might be better.

Singing Mountain Clan Gaurdians are the equivalent to Elders excecpt with lower ham, I am pretty sure they drop premiums and +25 tapes. I have hunted night sisters for a while and have only looted 3 tapes, one +25 off an elder and some +3s and +5s from protectors.

Councilwomen have massive kinetic and blast resist right? They have lower elect I think.

Councilwomen have low resistance to blast and are vulnrable to lightsabers. They've got pretty much the same resits as elders and the one I saw was 210k ham.
I killed about 5 or 6 basic nightsisters and SMCs the other day and wound up with a lance, some hd clasps, and a clear crystal. Going to go hunt some more tonight. I got rocked by 5 SMN huntresses.... force lightning hurts. Doesn't help much that I don't have a PvE template, just look at my sig.

Councilwomen resist to blast and energy are 20% where as a elder is 25%
