I have seen both positive and negative attachemnst greater than 25. I dont think they drop anymore but they used to.

I looted two Armor Attachments in the space of a few days, first one was:

Defence .Vs Dizzy +25
Melee Defence +25

2nd one was:

Heavy Weapons Speed +8
Defence .Vs Knockdown +25
Melee Defece +16

hmm I stand corrected....why is it you can loot a +30 negative but not positive? especially when all bonuses are capped at +25 anyway?
