I am the local expert on the elections as I have spent way too much time messing with this bogus event, so I will lay it down in ultimate detail.
Elections take place once every three weeks, and then the winner will be in power for three weeks. (this time is not reliable, I have seen the election go for well over a month sometimes, so I think a dev actually has to remember to reset it every election cycle). When you vote for someone, you will be rewarded if they win. If they lose you get no reward. You cannot vote for the same person twice in a row or you will not get a reward the second time when they win. You must alternate winners to get more than one reward. If Sean wins this time and you get a reward, he will not give you a reward again until you have voted for the Victor and he has won. Take in mind that the other guy must win the election, mearly voting for the other guy will not reset your reward cycle until he actually wins and you get a reward. Once you have done this, then you can go back and vote for Sean again and get another reward. (It helps to check your server forums and make a thread to attemp to coordinate who is voting for who each time, so you can be sure to get a reward every election cycle.) If you vote for the same guy twice and he wins, he will just tell you your greedy for wanting another reward and reem you without vasoline.
Details on rewards:
As for the rewards. Sean has a random chance of giving a Ornate Rug(unique and not the same as loot kit rugs), or a decorative statue (identicle to the craftable blue statue of the kneeling man with feathers on his back "aka worthless reward"). Once Sean is in office, you can do a mission from him to get a large painting of a starfield and large planet. This quest can be done once per election cycle, as long as Sean is in office and you get a reward for it every time. This quest requires no combat.
Victor has a random chance of giving a Imperial Banner (wall hanging type, just like form Empire day), or a badge loyalty necklace (identicle to a large pendant craftable by any tailor in the galaxy "aka worthless reward"). Once Victor is in office, he will give a quest to the tusken bunker to kill and bring back the head of a tusken executioner and he will give you a special type of tusken rifle ifI remember correctly, have only done this quest once. This quest requires combat, but isnt too difficult from what I recall.
In both election cases the worthless reward is much more likely to be given than the Good reward. (I have 2 accounts with 2 characters on 6 different servers and have only gotten one rug, one imp banner, and an entire armoire full of junk necklaces and statues to prove this reward ratio)
