I have no FS skills at all on one of my toons but tonight I looted 7 BH armor pieces and 1 Jetpack base. I think it's all random.

Whoever started the idea/rumour that the Luck tree does anything other than add to credits aught to be forced to marry an octogenarian rodisian with genital warts. This question comes up all the time.
Luck only effects the amount of creds you gain with regards to mobs killed(while im at it it doesnt appear to effect slicing either).
As for BS hunting. If you have really kileld 200 you should have had at least a good 5 - 10 drops of BH armour min. However you have to kill the correct BS's. There is a very good post on this forum or perhaps the guide forum about hunting Black Suns but the bottom line is this. If you want BH armour hunt BS only in the NW corner of Yavin and Behind the Prison on Dath.
To be honest though unless your going to be using the BH armour for making into Mandolorian your wasting your time since it is craftable in the CU but only the non craftable loot drop stuff can be used for Mando. So if your just wanting BH to show off in just way 16 days...

I am hunting for the Jetpack Base. I have been hunting on Yavin 4, NW between the mountain and the beach, Assassins, Thugs, Henchmen, etc.

Ahh right, well the Jet Pack base drops from wild spawn on Yavin NW and Dath Prisonthe other Jet Pack parts only drop from mobs from the DWB.
I find the Jet Pack base seems to drop about once in every 5 - 10 BH armour drops (lots and lots of dead BS's no idea how many). I have had, since the recent fix and re-instatement of the BH armour drops, about 5 or 6 Jet Pack bases. It just takes time and a lot of searching around in large circular swoops on your uhh swoop. My prefered tactic to find BS's is to rope in any spare clan members into helping me search. The more folk out there the more likely you are to get spawns due to dynamic spawning etc (described in that guide someplace on this forum).
I have found, and knowing how the game works this is probably only a coincidence but I have found, the Armour parts (and JP base) tend to drop more frequently just after a server reset.
