You're absolutely right....you would be able to do this as many times as you can afford buying a new account... Did you think this through at all?

If I read right (might have to double check) the devs said that only characters that were on the servers pre-CU would be given these tokens. If that wasn't the case, I'm pretty sure they wouldn't give the tokens to new charactersanyway, mainly because they wouldn't have any use for it.
