Creature harvesting works fine, if you possess the /harvest skill.

I just tested my +25 creature harvesting gloves on two of my characters. One is CL80 and I harvested from CL81 gurks and the other CL10 and I harvested crap outside of Coronet, and neither one harvested more meat with the gloves on than without. The CL80 has scout 4000 and the CL10 has scout 0040.

Looks broke to me.

Trapping would be harder to test since its more of a chance to succesfully apply a trap than a straight up final number like harvesting, but I think experienced trappers out there might know if these work.
