Restuss starport on Rori - head out of the port, following the building along the right side. When you turn the corner to the right, there is a female NPC there who starts the quest. You have to go to themite cave POI about 1500m from the port and kill X number of each kind of mite to complete.

Return to her after you finish the bug killin, and she gives you the schem.

Real easy for a high CL toon, but it could get ugly for someone in the 20's, since the critters are closely packed and all are agro.

Make sure you tell her you are interested in crafting or the arts or something... or you won't get it.
