They are used in a metal recycler. You need 4 of them along with a small motor to craft. They can be worth something, Do a galaxy wide vendor search and see what they are going for.
I usually sell them for about 20-50k each, depending on how many I have.

Who uses recyclers, and what are they used for? If I may ask? I have one of these, I had no idea it was worth that much.

Recyclers are used to combine resources into one stack.
So for example you have 1k of steel x, 1k of steel y, and 1k of steel z. You place them into the recycler and you get 3k of smelted steel with stats of 200 across the board. This is good for making items where stats don't matter.

Neat idea. Wishj they had this when I was art, but ummm...... don;t they kinda not work ATM?

They break the ability to craft them every other patch. Not sure but I think they're in the broke phase now.

They do work, it is just crafting them that doesn't ATM.
