My robes are still 100/100... as for the +10 regen... as far as I can tell, it never worked, even before CU. I have used a stopwatch on it several times, no noticeable change.
Regen always gives about 5.2 force back on each 'tick.' The regen mod just changes the amount of time between 'ticks.'

Just submit a ticket and a CSR will come in game and replace your robe with a new one (100/100 condition)

No they don't, I submitted a ticket about needing some paddy robes as I obviously can't wear my knight robes. Their reply was to go to the enclaves to get a new one...great, I can get in there, but I can't use the terminals...I have insufficient ability or something similar. Posted back to the CSR, three days later and they haven't replied.
How hard is it to give a player new robes?

Yes they do. A CSR came and game me a new robe just yesterday.
All my guildies have a new robe now, they filed a ticket and a CSR replaced their broken robes with working ones.
Tell them you cannot wear the Knight robe anymore because the FRS has been closed.
