I guess if you are wearing one and want it removed sell to a vendor rather than going to the other matey that takes them off

I used my vendor to remove a death cyber arm and then gave it to her. Now she's wearing it.
Ive just got to try that now! lol Its not THAT big of an exploit... frankly 5k doesnt concern me, but a cyber arm on a vendor would be awesome.

Star Wars™ Galaxies is a living, breathing entity and as such over time it will continue to evolve to remain compelling.
And we can do that by making sweeping, uneeded changes.
By upgrading the combat system; we have taken the game to a new level and added a shot of adrenaline to the game to make the experience more fun and Star Wars-centric.
Are you kidding me? oh, yeah, when Han Shot that Sotrmtrooper, there was all these lightshow effects, right? If you want to talk about SWcentric, do something about the jedi.
We have enhanced group play by adjusting profession roles that create inter-dependency between players and allow them to choose templates that more closely resonate with their play styles.
If by the playstyles you mean "FOTM Uber-l33t" then you're right!
We also are allowing role "stacking" -- which gives players the option to blend different types of professions to create "profession combos".
This is different from mastering two professions before, how?
Since you can have more than one profession, making character profession roles is even more diverse and interesting.
No they aren't.
In the end, this means that combat is much more exciting, tactical and a whole lot more fun!
Tactical? Dude, whatever the old system was, at least it had a modicoum of tactics. Now, it's mostly a slugfest. Keep spamming the uber special, wait to regen, then repeat. Don't gorget that medic is required for any serious combat player!
And thanks for changing the weapon stats. Now that there are only two types of weapon damage, and all other thypes being relegated to this crappy "elemental damage" nerf, you've lowered tactics even lower than they were before. Before, certain mobs were weak against certain wepaons. That is no longer the case.

you can also use a vendor window just to check the condition on it

In regards to the question about the "Open beta", the man in question is referring to the fact that the CU was pushed into live in a disgraceful state, buggy and thoroughly unfinished. So, essentially, we played the Open Beta of the CU. It's not even finished yet, and has failed in every sense of the word.
