I would like to know if exceptional and or legendary weapons still drop, and if so, what drops them.

Yes they drop.
Dropped by NS elders and SMC council woman mostly.
BTW, next time do a little search, this questions comes up at least 2 times a week!

Basically... any NPC with over 12k HAM can theoretically drop an exceptional weapon... however...
The likelihood of this depends on the difficulty of the npcs though. You're more likely to loot exceptionals off an Elder than you are a Spellweaver - even though weavers "can" in theory drop them.
/brandishes his "exceptional" reinforced combat staff and cries.

I dunno about this.....my friend says he got 2 exceptional t21s (i saw one, the other is on other server) off rangers. And it seems that rangers and spellweavers drop the best stuff when i'm hunting them........

Rangers break the 12k HAM limit... they're easy to kill and the like... that's why they drop them, you can kill more of them is all...
