Yeah I seriously doubt they will let us image design NPCs. I can see all the image designers getting together and giving everyone purple hair.

Well, if the devs were smart you would have been able to take missions to ID certain NPC's...

I think you can get those veteran reward actors and make up what they look like those if you want....
