From the "swg.stratics.com" chat
Brannoc - *Degwin* How will cybernetic limbs be handled? Will they be customizable (stlye/color)? Can we equip more then one?
Jfreeman The cybernetic enhancements are specific quest-rewards in the episode 3 expansion. There are different types, which grant different specials and skillmods. You can't have more than 2 installed at a time.

A non-answer means NO

I think I read they're installed by NPC docs ... NOBODY has a role in them, not ID, not DE, not BE. I suppose the devs couldn't be bothered to make content for anybody except for the quest itself.

It's really a pitty they have chosen this way with the cybernetic implant, but well, I think we will have to accept this for now. It might be related with the actual system for those cybernetics or maybe it was just the most convenient solution to get them in at this moment. It seems to be much easier to implement them this way than meddling with the code of 3-4 professions.
But this doesn't mean it will stay this way forever... well, we will see....

I think they are going quest on a lot of items. They want more content and content/quests need to have rewards. Personally I would prefer profession-specific quests that give you permanent schematics/bonuses (like the mining ships would be a reward for Shipwrights, tailors would get special schematics, etc.), but that would be a massive undertaking and each quest would only provide content for a specific group of people, instead of everybody. Would be cool though.

I'm pretty disappointed as well. However, I would have to say that having a sought-after function before they give us the ability to register SOMEWHERE (the whole reason we wanted salons anyway) would be frustrating for both ID's and clients.
