Any guides out there that list what each skill level gives you? i.e. What hair styles are acheived at what level of skill.

I'm afraid not, beyond showing what order the hairstyles are given in. Hairstyles assigned bigger numbers (e.g. Hairstyle 38 for Human Females) won't be available until you reach Hairstyling IV.
