Are they a player structure or just a few around each planet?

Coronet, Vreni, Moenia, Theed, Bestine. Not player placeable.

Though... it seems as though player placeable ones are in the works.

They aren't in the works at this time. The devs will be monitoring the NPC city tents and feedback.
