I was just wondering if there was a way to change the color of a rodians frills without changing his whole skin color along with it. I know you can change the tips, but I am wondering if you can change the base. Any help is much appreciated.

No. The base is considered to be part of the skin. There is no separate command to change the base. Sorry.
