I am sure this has been answered, but I am to lazy to actually look for it. 
After this ID publish, a regular player will not be able to migrate their own stats? is that the case. Will I HAVE to go to an ID to migrate my stats? or just go into the tent?
I like to migrate my stats every few weeks. so will I need to find an ID and a tent to be able to do that now?

You will adjust them yourself and then track down an ID to make them "set". The process will take 10 minutes to do so.
