I just did 4 Stat Migrations and received NO XP for them.
Can someone direct me where to post or report this?

ok Never mind - I figured it out. the person I was trying to id had A wound. A wound of 1 point.
If players have ANY wounds at all you cannot migrate stats.
So no bug.
I feel stupid now. LOL

They REALLY need to do the check for wounds at the time the stat migration box is selected and have a pop-up warning that wounded characters cannot have their stats migrated instead of waiting until the session is completed and then abort the changes. I know that I for one, tend to ignore a point of wound here or there.

I brought this issue to the attention of the devs with a suggestion to move the check for wounds to the moment when the ID activates the check-button and to change the check itself so it would compare wounds to new set stat-value to ensure the customer won't get incapped.
I hope they will change it this way.
