Just a quick query, at what level can image designers migrate other player's stats?

You can migrate stats when you hit novice ID. But you can only do so in one of the 5 Salons.

Stat migration time is always 10 minutes, regardless of the level of the ID-er

As a Master Image Designer your time is cut in half outside tents and instantaneous inside them, except for the ubiquitous 10 minutes for Stat Migration.
