Can all races be tatooed. And if so, any capable of doing this on Kauri?

No, not all races can be tattooed. Only those who were born with markings at character select. A master tattooist like myself can change pattern and color of these lucky folks- but nothing beyond what was available at character startup.

I'm working on ID on Kauri. I'm almost to Novice ID so I'm lower than most but just wanted to throw my name out here for future reference
