The topic says it all. At which skillbox learns an ID need to do stat migration?
Sorry if this question has been asked before (and I am sure it has been asked before), but I couldn't find anything in the ID FAQ.

Plus you need to be in one of the Saloons to be able to do a stat migration. From the tells and requests I get regularly it seems that many players havn't realized this yet.
