I know there is one in Theed, inside the theatre. She's all the way in the back. If I'm not mistaken, most theatres have an ID trainer inside them. I could be wrong though.

All NPC Image Designers are located "back stage" in theatres found in the larger cities.

Use the /find option and look for Guildhall: Theatre to find your nearest one
